Finding Slowpoke

Head south from the Pokémon Center to discover a new beach area. Create Slowpoke's habitat by pulling up four pieces of Grass using Leafage by the ocean waters. Once Slowpoke arrives, Professor Tangrowth gives you the 'Yawn Up A Storm' request.
How to Raise Humidity to 100

Accept yellow quests from Bulbasaur and Squirtle immediately. Break the cracked block on the north wall to open a spring and activate the north river. Destroy blocks near the fountain to allow water to flow.
Use Water Gun to moisten soil and grass tiles. Restore trees and grass throughout the area. Every bit of water and greenery pushes humidity higher toward the 100 mark.
The Final Push — Rain Dance Site

When humidity is close, Squirtle requests a Rain Dance Site. You need plated food and 2 Castform Weather Charms — find them in Professor Tangrowth's wheelbarrow at his former home.
Construct the habitat, have Squirtle eat the food, and they'll summon the rain. A huge Pokémon cry signals Kyogre's arrival from the ocean. Speak with Kyogre to ensure permanent rainfall, then return to the cave and break the now-softened blocks to free Onix.
